Where Will Our Country Live?
Imagine you and your friends are building the coolest treehouse ever, but you can't agree on where to put it! That's kind of what happened when America was brand new. The leaders had to pick a special spot for their main office, called the capital.
The Residence Act was like a rulebook that said, 'Okay, we'll build it by the Potomac River!' It also said that for a while, the government would hang out in Philadelphia, like a temporary clubhouse, while the new one was being built. This law helped make sure America had a home base!
A Deal Made in a Meeting Room!
This big decision didn't just happen! Three important people, James Madison, Thomas Jefferson, and Alexander Hamilton, had a super important meeting. Jefferson and Madison wanted the capital in the South, near the Potomac River.
But another person, Hamilton, really wanted the government to help pay off money the states owed from a big war. So, they made a deal! Hamilton helped get votes for the Potomac River spot, and in return, the other leaders agreed to help with his money plan.

Philadelphia: The Practice Capital!
Before the amazing new city was ready, the government needed a place to work. The Residence Act said that Philadelphia, a city that's now super famous, would be the temporary home for the government. Think of it like practicing for a big play in a smaller theater before you go on the main stage.
The government was in Philadelphia for about 10 years, from 1800 until the new capital city, Washington D.C., was ready. This gave them time to build and get everything organized.
