Andriy Portnov

Andriy Volodymyrovych Portnov, born on October 27, 1973, emerged as a prominent figure in Ukrainian legal and political circles. His early career was defined by his expertise in law, a field he leveraged to gain influence. From 2005 to 2010, he played a crucial role as the head of the legal department for Yulia Tymoshenko's election headquarters, demonstrating his strategic acumen in political campaigns.

This experience paved the way for his appointment to high-level positions within the administration of President Viktor Yanukovych. From April 2, 2010, until the end of February 2014, Portnov served as the Head of the Main Department for Judiciary of the Presidential Administration. His responsibilities expanded significantly, culminating in his promotion to First Deputy Head of the Administration on January 24, 2014.

Concurrently, from 2010 to 2014, he was an influential member of the Council of the National Bank of Ukraine, a body responsible for monetary policy and financial stability. These roles placed him at the center of Ukraine's governance during a critical period.

The Euromaidan revolution, a period of intense political turmoil and protest in Ukraine, significantly impacted Portnov's career trajectory. He was involved in the legislative process that led to the adoption of anti-protest laws during this time, a move that drew considerable scrutiny. In the immediate aftermath of Euromaidan, on February 20, 2014, Portnov departed Ukraine.

He resided in Russia for a period before relocating to Vienna, Austria, where he continued his legal practice.

This period of exile lasted until his return to Ukraine on May 19, 2019. Upon his return, a ruling by the Pechersk Court of Kyiv in January 2020 affirmed his residency status for electoral purposes, indicating a complex legal and political reintegration.

Portnov's post-exile period in Ukraine was marked by ongoing legal challenges. A number of criminal cases were initiated against him, though many were ultimately dismissed or quashed. Notably, in 2018, Ukrainian investigators began probing his alleged involvement in the annexation of Crimea.

The Security Service of Ukraine also opened a treason case against him, which was later closed. These investigations underscore the contentious nature of his political legacy. His life concluded abruptly and tragically on May 21, 2025.

Portnov was shot and killed near the American School of Madrid in Pozuelo de Alarcón, Spain, a place where he had enrolled his children. The incident led to an immediate investigation by the National Police, resulting in the arrest and charging of one perpetrator for his murder. This violent end brought a dramatic and somber conclusion to a life deeply intertwined with the turbulent history of Ukraine.
