Its origins are firmly rooted in the success of the Save Bucharest Union (USB) during the 2016 local elections. Capitalizing on this momentum, the USR was officially registered as a national political party in 2016. Its initial growth was bolstered by the integration of existing local parties, such as the Union for Codlea, effectively consolidating a network of reform-minded activists. In late May 2022, Dacian Cioloș, along with a significant group of followers including several Members of the European Parliament (MEPs), departed from the USR to establish a new political entity, REPER.
