This special way of running things was called the Five Capitals System. It helped rulers keep track of everything happening across their land, making sure everyone was looked after.

The idea of having five capitals started a super long time ago, maybe around 1,200 years back! The Tang Dynasty in China was one of the first to try this. They set up five special cities in 757. Later, another kingdom called the Bohai Kingdom also used this system. It was like a popular trend for ancient rulers, and many other kingdoms copied it for hundreds of years!

Having five capitals was a really clever way to rule a big place. It meant that important decisions and management could happen in different areas, not just one spot.
