Where Do They Meet?
The Federation Council meets in a big building in Moscow, the capital city of Russia. It's like the main office for some of Russia's most important grown-ups! They have meetings in a room that's super grand. Sometimes they even have meetings in different places, but their main spot is in Moscow. They have two big meeting times each year, like school terms, but for grown-ups making big choices!
Who Gets to Go?
Think of Russia as a giant puzzle made of many different pieces, like states or regions. Each of these pieces gets to send two special people, called senators, to the Federation Council. So, if there are lots of pieces, there are lots of senators! It's like every part of the country gets a voice. There are 178 senators in total, all gathered to talk about what's best for Russia.

The person in charge of the Federation Council is super important. If the President and the Prime Minister (the two top leaders) can't do their jobs for some reason, the head of the Federation Council steps in to be the leader! It’s like having a backup plan for the whole country, making sure someone is always in charge.
